David Joost

Senior Vice President and Chief Program Officer, The Alliance

Dr. David Joost is the Senior Vice President and Chief Program Officer at The Alliance, a nonprofit corporation whose mission is to create opportunities for refugees, immigrants, and underserved resident to achieve their goals for self-sufficiency and improve their quality of life. 

In that role he has oversight of The Alliance’s:

  9. Kijana Afterschool Program

  10. Financial Opportunity Center

  11. Matching Savings Programs

  12. Small Business Administration Micro Lending Program

  13. Volunteer Service and Subsidized Staffing Programs

  14. Women’s Entrepreneurship Programs

  15. Wellness Clinic and Resiliency Programs


He previously served as the Director for Adult and Community Education at Houston Community College for more than fifteen years. Dr. Joost was among the first in Texas to incorporate integrated education and training (IET) into career pathways models designed for Adult Education and Literacy (AEL) programs. Dr. Joost holds a doctorate in Higher Education Administration from the University of Houston and has more than thirty-five (35) years of experience in education as a secondary school technical teacher, higher education administrator and nonprofit corporation leader. He has held a number of leadership roles in the state’s adult education professional organization and advisory committees. As Executive Director of the Houston Center for Literacy, he oversaw the transition of its programs and services to sustainable arrangements across Houston. At the Houston Housing Authority he managed a research projects in conjunction with MDRC, a nationally respected, evaluation and measurement organization recognized for its study, data collection, and project design of programs intended to support low income populations. He also served as a member of the Gulf Coast Workforce Board.
